Article Abstract:
Small and independent entrepreneurs expect a dull market for the year 1998 as evidenced by a declining Small Business Optimism Index. The Small Business Optimism Index declined by half a point from 101.7 in February 1998 to 101.2 in March 1998. The continued decline of the Small Business Optimism Index is greatly being attributed to entrepreneurs' perception of an economic slowdown during the remaining months of 1998. Lack of skilled labor remains to be a significant problem for small business employers.

Pacific-region small businesses produced lower than expected growth during the second quarter of 2001 mainly due to an overall slowdown in manufacturing while consumer spending remained constant.
