Movement of Natural Persons and the GATS
Article Abstract:
The General Agreement on Trade in Services balance of payment data relate broadly to travel, transport and communications but due to immigration policies, regulations on qualifications and wage parity, there has been little progress in the fields of business and professional services and the movement of natural persons engaged in overseas delivery of services. This paper proposes more liberal commitments to enable developing countries to exploit their comparative advantage in labor-intensive services.

A study analyzing the causes including socio-political barriers affecting multitrading system, which in turn affect the labor mobility across labor-surplus countries and labor-scarce countries, is presented.
