Revenue-raising versus other approaches to environmental protection: the critical significance of preexisting tax distortions

Article Abstract:

Numerical general and analytical models were employed to analyze the effects of factor taxes on the costs of pollution taxes and quotas. Preceding factor taxes were shown to add to the costs of pollution taxes through the creation of a tax-interaction effect. However, policies in the US to cut down on sulfur dioxide emissions, such as the 1990 Clean Air Act, are counteracted by a produced revenue-recycling effect.

Auction form preferences of risk-averse bid takers

Article Abstract:

A model studying auction bidder behavior showed risk-averse bidders preferring the English auction style over the second-price and first-price auction styles, since the English auction style supports risk-neutral behavior with its emphasis on low private information. First-price auctions were shown to be adopted by risk-neutral bidders only when in competition with risk-averse bidders.
