Preparing, waiting - and hoping
Article Abstract:
The year 1996 was largely a period of preparation for the EU in terms institutional reform, enlargement of the body, the single-currency question and flexibility among the member states. The body should also pay attention to another challenge no less important than the other issues in its quest for European integration, which is the handling of public attitudes and opinions. Caution appears to be the EU's watchword in 1997.
