Small business optimism
Article Abstract:
A survey of small businesses showed their optimism index falling to 99.2 in November 1996, compared to 101.3 in October 1996 and lower than the average index in 1995 which was 100.8. The decrease in optimism was the result of a weakening in expected business condition as well as in profits. Projections for 1997 show small businesses dictating trends in overall economic performance, which may bid well as indicated by plans by 16% of the firms to increase employment, 36% to increase their capital spending outlays, and 70% reporting their expenditures.

The Small Business Optimism index increased by two full points in April 1998 to 103.2, proving wrong the early forecasts of a weakening economy. Results from the survey conducted by the National Federation of Independent Business reveal strong hiring plans and sharp increase in inventory plans among small business enterprises. Twenty-nine percent of the respondents admit raising employee compensation in the past three months.

Article Abstract:
A number of trends were observed in the small business sector as of Mar. 1996. The Index of Small Business Optimism rose by 0.3 points to 100.3 while 140,000 new jobs were created. Capital spending by small businesses was pegged at 39% with all firms are planning future capital outlays. About 27% reported sales increases while the remaining attributed their reduced earnings to weaker sales volumes and increased labor costs.
