The emergence of the development budget

Article Abstract:

The author discusses financial state support for investment projects in the Russian Federation through furnishing investors with guarantees or allocating funds directly to them; these organizational forms are found in the Development Budget. The need to raise financial resources for investment in Russia is acute; the investment potential is high, despite the economic crisis of 1998; obstacles to to the Development Budget include the lack of legal basis.
