The illusory effects of saving incentives on saving
Article Abstract:
Saving incentives such as Individual Retirement Accounts, 401(k) plans, and Keogh plans have had little impact on enhancing private and public saving. Saving incentives such as contributions and investment earnings are tax deferred and lead to reduced public saving in the short run. Such incentives, if they increase private saving, may also increase income and tax revenue. While saving incentives have a strong effect on the allocation of saving and wealth, they have little impact on the level of saving. There is scope for further research on the equity and efficiency of tax-based saving incentives.
