Some African developing countries did not understand the implications of liberalization changes in WTO and GATS services with respect to financial services. The banking industry may expand rapidly in spite of problems such as corruption and lack of transparency.

Implementation of globalization in Sub-Saharan Africa creates opportunities for rapid growth, but also increases the risk of negative growth, as most of the African countries have weak governments which are less likely to undertake growth-oriented policies.
