Social welfare is important in transition economies since it affects productivity. State owned firms may be the only bodies able to provide social welfare, and their financial performance may be affected.

Enterprise productivity and efficiency: when is up really down?
Article Abstract:
The total factor productivity(TFP) may not be a suitable measuring tool in assessing the performance of China's state-owned enterprises(SOE) during the reform. On closer examination, TFP proved to be a deceptive index for for enterprise performance when SOEs had nonprofit objectives. When an enterprise is a profit maker, higher productivity ensures higher efficiency. When the objective deviates from profit maximizing, higher productivity can result to lower economic efficiency.
