The structural-adjustment debate
Article Abstract:
The 1992 World Bank Review of Adjustment Lending reveals that adjustment lending works, that it is most successful in middle-income countries and that growth-oriented reforms take time to show results. Problems with adjustment lending include its adverse effects on the poor, the high degree of austerity that it imposes and its support of misguided policies. Some policies that succeeded in East Asia have not worked well elsewhere.
