Planned change in the Consumer Price Index formula
Article Abstract:
The geometric mean estimator will be used beginning with January 1999 data in most index categories of the Consumer Price Index for All Urban Consumers (CPI-U) and the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The arithmetic mean (Lespeyres) formula will be retained in 15 categories, including selected shelter services, selected utilities and government charges and selected medical care services.

Using a hedonic model to adjust television prices in the Consumer Price Index for changes in quality
Article Abstract:
A hedonic model will be applied to television prices beginning with the Consumer Price Index (CPI) for Jan 1999. The method is used to decompose television set prices into implicit costs of each significant component and feature. In this way, quality improvements can be separated out from price increases. Similar hedonic methods are used for apparel prices and personal computers and will be applied to other items in the future.

Improvements to CPI procedures for handling utility refunds
Article Abstract:
The Consumer Price Index (CPI) will change its way of treating utility refunds beginning with the index for Jan 1999. The CPI utility indexes will reflect only current rates. Refunds for past excess charges that appear as separate credits on customer bills will be disregarded in the CPI utility indexes. This change is expected to lower short-term volatility of the indexes.
