Army retreat still leaves bullets flying on campus
Article Abstract:
Nigerian universities are currently in a very poor state. However, the election of former general Olusegun Obasanjo as federal president could allow the country's universities to make a fresh start. The academic community recognizes that it has a significant role to play as the country embarks upon democracy. It will be very important to establish partnerships at all levels and to make progress independently of political developments. There must also be international understanding of the problems facing Nigeria's universities, which include violence on campuses.

Surviving the free market
Article Abstract:
Educators and administrators from Vietnam's universities and research institutes are giving a lot of attention to the issue of how the education system can adapt to a market economy. It is widely agreed that universities should be independent in the selection of staff and in job assignment. There should be joint responsibility for matters such as incentives and rewards and transfer between institutions. Particularly strong emphasis is being placed on autonomy in finance.

Commonwealth studies must fight its corner
Article Abstract:
The Institute of Commonwealth Studies which is part of the University of London is the only higher education establishment to offer this subject in the United Kingdom. Its future is under review in 2000, but its existence is important as its research has potential political benefits.
