Bett: the proposals
Article Abstract:
There should be a national framework for conditions and pay for those employed in higher education in the UK, although institutions should be able to adapt the framework to their individual needs, according to a committee led by Sir Michael Bett. A National Council should replace the existing negotiating arrangements, with the council to have significant advisory, consultative and negotiating duties. Sub-councils should initially negotiate pay bargaining. Two closely-linked pay spines should be introduced by the National Council for academic and non-academic employees.

Is their life after Bett?
Article Abstract:
The independent review committee into pay and conditions for employees working in higher education, led by Sir Michael Bett, was launched in 1998. The report called for the establishment of a minimum levels of conditions which should be provided by all higher education institutions. The committee also recommended the abolition of the ten different groups involved in pay discussions and called for the setting up of one national council to negotiate pay. Government representatives have insisted the pay of higher education staff is in the jurisdiction of their employers.

Is Bett about to pay dividends?
Article Abstract:
The last scheduled meeting of the UK's Independent Review of Higher Education Pay and Conditions committee, headed by Sir Michael Bett, is due to take place in Mar 1999. A report is anticipated towards the end of Apr 1999, although this deadline could be extended to early summer 1999. Members of the committee have expressed cautious views about the value of what their regular meetings have produced. There has been a learning experience for all members, and the contribution of independent members has become particularly important.
