Some observers suggest the physical condition of a university campus does affect student's choices of where to study. The UK government policy requiring students to pay for their tuition and board is likely to make them more demanding. University managers are becoming aware the layout and look of their buildings needs to be attractive in order to successfully compete, not only for students, but for all levels of staff. Senior staff at Lincoln University, England, suggest the availability of a newly designed student building has resulted in a 30% increase in applications.

Tough reforms for Germany
Article Abstract:
German educational experts have called for wide ranging changes to the higher education system. German students went on strike demanding changes to high education. Expenditure on higher education has declined despite new student numbers increasing from 170,000 yearly, in 1970, to 330,000 new students, each year, in the 1990s. Many aspects of the education system need to be changed, such as the policies concerning admissions and the payment of fees. Foreign student numbers are declining and the standard of teaching has fallen. Teaching staff often have tenure for life.
