Invisible borders around the elite
Article Abstract:
Speaker after speaker at a conference to consider universities in the 21st century held in Singapore in Aug. 1996, pointed out that equal access to higher education remains a distant dream. Technologies such as the Internet, digital libraries and satellites have undoubtedly enabled many more people to gain access to higher education. India has at least seven open universities, each with over 50,000 students. However, as University of Natal vice-chancellor Brenda Gourley pointed out, information technology is of no use to the 60% of South Africans who have no electricity.

IT cannot replace eye-to-eye
Article Abstract:
The use of information technology (IT) could plausibly lead to widespread job losses in the higher education sector. Face-to-face contact between Open University lecturers and distance learning students has been eroded by telecommunications. Several colleges and universities aim to cut staff levels during 1997-2000 because of IT use, even though reports suggest traditional resources such as staff may not be replaceable with technology.
