Further education colleges are finding it tempting to franchise courses to other educational facilities. Courses are being franchised to schools and private training agencies. A framework for franchising is necessary as soon as possible, according to Roy Bailey, Tynemouth College's principal. Standards have fallen at Handsworth College due to franchising.
