Article Abstract:
The many different programmes which provide funding for university research equipment and buildings are not co-ordinated and have no overall objectives therefore the universities are not being served adequately. It has been predicted there will be a 250 million pounds sterling per annum deficit in funds for buying new equipment and paying for maintenance on buildings. Government funding is limited therefore it must not be distributed to all institutions but awarded to selected universities. Studies in 1989 and 1992 found some 1.2 billion pounds sterling was required for maintenance.

Research assessment exercises at British universities were developed as a means to distribute research funds. Successful candidates tend to have staff who have made speeches at important conferences, top research publications, and major income from research grants during the period of assessment.

The new Labour government in New Zealand is endeavouring to increase its spending on research from 0.61% to 0.8% of GDP by 2010. Only 1.12% of GDP was spent on research in 1997, compared with 1.87% in the UK.
