Article Abstract:
Ron Dearing was the author of a report on higher education in the United Kingdom which was published in Jul 1997. The report was commissioned by the Conservative government in response to a funding crisis for universities. A Labor government was in power when the report appeared. The Labor government decided that fees should be paid but that they would be means tested, while Dearing had recommended that all students should pay fees, with loans to help them pay the charges. Further funds are needed if all of Dearing's recommendations are to be carried out.

Expansion gives rich pickings to colleges
Article Abstract:
The UK government has announced that an additional 776 million pounds sterling is to be made available for higher education during the period to 2001. The Committee of Vice-Chancellors and Principals believes that, allowing for expansion in student numbers, the additional funding is sufficient to restrict the efficiency gain required in this period to an average 0.7%. The government wants higher education institutions to recruit an additional 36,000 students in 1999 to 2000, rising to an additional 61,000 in 2001.
