What the world thinks about the US headlong rush to open access

The 1996 meeting of the world's foremost electric power system experts in Paris, France can be used to evaluate the US' plan to deregulate its power industry. Conclusions include the need for more technical data and care in implementing institutional changes.

Old-fashioned experiment clears up the confusion of stranded costs

The Oak Ridge National Laboratory Energy Div. investigated the estimation process for stranded costs sustained by electric utilities. Factors found to affect the amount of stranded costs were grouped into regulatory, wholesale-market and accounting factors.
