The implementation of the Federal Energy Regulatory Commission's notice of proposed rulemaking has left electric utilities with no other choice but to carry out corporate restructuring to protect their investments. Through this approach, industry officials are likely to lessen the impact of NOPR on he competitiveness of electric utilities.
