The largest electricity market in the United States will bring retail competition to California on January 1, 1998. An independent system operator (ISO) will control transmission, while a power exchange (PX) will provide a spot market for energy sales. There are concerns that the ISO and PX will not be ready on time. The new entities may also become too bureaucratic, thereby inhibiting competition.
