How government helps: MITI and its clones
Article Abstract:
Japan's Ministry of International Trade and Industry (MITI) is given much of the credit for the country's dramatic economic turnaround in the years after World War II, and many other countries in the area are trying to emulate MITI's success with similar government agencies for their burgeoning industries. MITI has a staff of 12,000 and a budget the equivalent of $2.2 trillion; among its institutions are the Industrial Policy Bureau, the International Trade Policy Bureau and the Agency of Industrial Science and Technology (AIST). There is virtually no Japanese venture-capital industry, so new business ventures are typically started by large firms and financed by closely linked corporate and banking interests. South Korea's Ministry of Trade and Industry, Taiwan's Industrial Technology Research Institute and Singapore's Research and Development Assistance Scheme are also described.
