Buying, Selling, and Trading Techhnology
Article Abstract:
Federal restrictions and controls on transfer of technology out of the country may or may not prevent the Soviets from obtaining technology, but they are confusing. The present Administration has made it easier to classify material and may indeed cause an over- classification of information. The Export Administration Act controls the export of products which could endanger national security. Review of export products by the Defense Department can cause delays which jeopardize contracts. This act controls not only hardware, but also technical information. The State Department also controls the exportation of arms and information. Some people feel that the Department of Defense exerts too much control in their research contracts. Operation Exodus is a crackdown on illegal exports of high technology.
