Pres Clinton has asked the US Congress for an amendment to the Clean Air Act (CAA) that will provide for the substantial reduction or outright elimination of methyl-tert butyl ether in gasoline. At the same time, the government is recommending the replacement of the 2% oxygenate requirement contained in the CAA with a 1.2% renewable fuel requirement. The latter is aimed at the promotion of ethanol as an alternative fuel.

Sulfur standards
Article Abstract:
The improved standards for measuring sulfur levels in fossil fuels, which were developed by the National Institute of Standards and Technology (NIST), have resulted in a net value to society of over $409 million since 1984. A study, conducted by the US Commerce Dept, also revealed an additional environmental benefit of $78 million. The NIST is responsible for distributing about 1,300 Standard Reference Materials to assure the accurate measurement of sulfur levels in petroleum and coal products.

California refiners battle over MTBE and reformulated gasoline
Article Abstract:
A number of California refiners are working on reformulated gasoline or RFG to meet the state's strict emissions standards without the use of methyl tert-butyl ether or MTBE. MTBE is an oxygenate attributed to reducing air pollution through its use with RFG. However, MTBE is blamed for the pollution of groundwater and drinking water sources because of leaks from underground gasoline tanks. As an example, Tosco Corp. of Stamford, CT, has been selling RFG that uses ethanol in lieu of MTBE since April 1998 in a pilot program that was approved by the California Air Resources Board.
