Article Abstract:
The telecommunications industry of the US has been of interest in the area of confrontation of the Baby Bells, also called regional Bell operating companies (RBOCs), and the Federal Communications Commission (FCC) about implementation of the 1996 Federal Communications Act. The conflict may in time die down. The FCC has tried to bring more competition to local service with the Act, but that has not happened, and RBOC mega-megamergers have taken place. When a regional monopoly acquires another one, there is no way to show previously existing competition will be reduced, so it is hard to challenge mergers of RBOCs. The welcome AT&T-TCI merger came right after the SBC-Ameritech merger, which had alarmed onlookers. According to FCC chairman Reed E. Hundt, the AT&T-TCI deal will get competition going. Competition may in time come from the competitive local telephone carriers (CLECs), which are being formed and building dedicated systems, often with special technology, fixed wireless in some cases.

The SBC Communications (SBC)-Ameritech merger has some people debating about whether the regional Bell operating companies are doomed or likely to make a lot of money and AT&T warning about monopoly. A panel discussion involving commissioners of the Illinois Commerce Commission; the Interstate Commerce Commission chairman; senior executive vice president and general counsel, SBC; a vice president and general counsel, Ameritech; the vice president, law department/Central Region, AT&T; the president of Focal Communications; a financial analyst from Janney Montgomery Scott; and others is reported. Graphs show revenues of the top telephone companies of the world, average local phone rates in the US, 1986-97; table lists interstate per-minute access charges by carrier, and a map shows which states SBC Communications and Ameritech would serve and which would be served by Pacific Telesis and Southern New England Telecom, owned by them.

Getting tough on antitrust
Article Abstract:
Antitrust enforcement and government policy regarding mergers and acquisitions will be important issues in the telecommunications industry in 2001 and beyond. How regulators will proceed is not clear, especially at a time when some of the industry's leading companies, including AT&T, Lucent Technologies and WorldCom, are experiencing significant financial difficulties. Networks are extending and interconnecting worldwide, and consequently, regulatory issues are becoming increasingly global.
