EPA offers flexibility to labs
Article Abstract:
The Environmental Protection Agency (EPA) announced that it will offer possible regulatory or policy flexibility to laboratories participating in its Labs21 program. The program is a voluntary initiative being developed by EPA and the Dept of Energy to improve the performance of laboratories in energy and water efficiency. EPA estimates that labs implementing the Labs 21 approach could realize reductions of as much as 68% in electricity demand, 66% in energy use, and 80% in water consumption.

Federal R&D funding for FY 2001
Article Abstract:
Congress has generally been supportive of increases in appropriations for science and technology. The completed House budget resolution includes an overall $1-billion increase in FY 2001 for science-related programs. Funding caps established in the 1997 House budget resolution were also broken. However, science and technology programs will still have to compete with other discretionary programs in the appropriations process, which is quite complex.

R&D funding: up, down, or flat?
Article Abstract:
The US government's budget for research and development for FY 2000 has undergone some changes with the application of the discretionary spending caps in the Balanced Budget Act of 1997. Advanced Techncology Program, which is under the Dept of Commerce, will recieve an increased budget of $226.5 million. The Dept of Energy and the Environmental Protection Agency were two of the agency's that received less compared to their FY 1999 appropriations.
