Government oversight: fighting waste and fraud
Article Abstract:
The rules for military procurement are different than the rules in the open commercial marketplace. Nowhere is this more evident than in the Department of Defense's (DOD's) expensive oversight apparatus for the detection of fraud and other improprieties. Large military contracts attract few qualified bidders and a contract can make or break a smaller company. This leads to temptations to cheat, provide inferior goods, and to overcharge. Of the top 100 defense contractors, 54 were under investigation as of Mar 31, 1988, for suspected abuses. Increased attention by Congress and the media has led to reforms and more money returned by contractors than ever before. The DOD appointed its first inspector general to combat crime and impropriety within its own department. Congress is going further by considering rewarding whistle-blowers with up to 30 percent of the money recovered in cases of overcharging.

Radio astronomy: new windows on the universe
Article Abstract:
Developments in radio astronomical instrumentation have aided the discovery of several new objects in the Universe. Radio astronomical instruments are a product of electrical engineering. Several newly developed electrical engineering equipment are being used by radio astronomers for discovering hitherto unknown astronomical objects. The instruments, which include a large dish antenna, a receiver and a high frequency insert have helped in the discovery of remote objects such as quasars and pulsars. These instruments have also helped detect cosmic microwave background radiation, a remnant of the big bang explosion.

There are more than 4.6 million wireless and wire-line telephone subscribers in Iraq. The present numbers are five times more than 2003 situation. Developments in telecommunications sector of Iraq are analyzed.
