A project of the Department of Energy's Office of Transportation Technologies allows commercial industrial firms, universities and scientists free access to the Oak Ridge National Laboratory in Knoxville, TN. The program was initiated to give the US industries a competitive edge in the international market. The laboratory is comprised of six centers, which include the Materials Analysis User Center, the Diffraction User Center, and the Residual Stress User Center.
