Key operational aspects of the new Committee for Environmental Protection (CEP) must be urgently addressed, with the Protocol on Environmental Protection to the Antarctic Treaty coming into force. The use of a geographic information system (GIS) environmental database is advocated, to reinforce the advisory capacity of the CEP.

Deterrence theory and marine oil spills: do coast guard civil penalties deter pollution?

A new study applies deterrence theory to marine oil pollution to ascertain whether it can be used in the field of pollution control. Using data collected by the US Coast Guard, it is argued that deterrence theory is applicable in the field of marine oil spill prevention.
