International pollution control: a review of marketable permits - a comment
Article Abstract:
The use of alternative instruments is a more effective solution to control some particular type of international pollution problem. The use of a marketable permit system to control international pollution problems are less fruitful compared to the alternative instruments as they does not taken into account the practical problems associated with global negotiation, likely permit market structure, conduct and performance and the effect of synergic pollutants. J.M. Tomkins and J. Twomey are too uncritical in their paper.

Economic and environmental modelling for pollution control in an estuary
Article Abstract:
The projected cost savings from a Tradable Pollution Permits strategy in Forth Estuary, UK, was measured using a 'MIKE 11' economic and environmental model for pollution control. The model was then integrated with a linear programming and step-wise integer models that represent companies' abatement expenses. The values of cost savings obtained under a deterministic case was less than those obtained under a stochastic case in which transfer coefficients may be varied.
