Policy planning under uncertainty: Efficient starting populations for simulation-optimization methods applied to municipal solid waste
Article Abstract:
The efficient grey programming (GP) procedure is used to create the starting points for the policy generation process in order to improve the solution time performance quality of evolutionary simulation-optimization (ESO), while readily exploiting all of the benefits attributable to GP procedures. The resulting hybrid procedure would be referred to as Grey Evolutionary Simulation-Optimization (GESO).

An organizational plan that could potentially set the division of responsibilities between the private and the public sector are developed to provide the conceptual framework of the main components of an integrated solid waste management system. Two largest cities in Lebanon are selected to compare the municipal solid waste collection services.
