A response to Nelson on 'deliberation, leverage or coercion?.' (response to Paul J. Nelson in this issue, p. 467)
Article Abstract:
The World Bank has undergone substantial restructuring due to certain detrimental political activities of non-government organizations (NGOs). However, unnecessary concern is given to the pressure applied by NGOs on the US which led to simultaneous coercion on the bank to practice more rigid control over borrower governments. Instead, the Independent Inspection Panel merely promises 'incremental change' due to some grave design flaws, as it is only 'quasi'-deliberative. It is hoped that the transformations experienced by the World Bank will be beneficial to the environmental policy.
