Does the government have a Wik double dissolution trigger?
Article Abstract:
The requirements of the Australian Constitution for dissolution of both houses of Parliament were not met by the treatment of Native Title Amendment Bill 1997. The amendments made in the Senate were rejected by the House of Representatives and the bill was not returned to the Senate. Due to the way this bill and the Public Service Bill 1997 were treated, the Governor-General may decline to grant a dissolution.
