Rudolph Giuliani leaves a New York City that is safer, and leaves many ex-liberals in the wake of his successful conservative thrusts against crime, homelessness, and welfare. Many liberals who were disappointed in David Dinkins and tired of street crime must concede they too have experienced a conservatizing 'Giuliani Moment'.
