Missile-defense system can make the world safer

At a speech delivered by George W. Bush at the National Defense University of Washington, D.C. on May 1, 2001, the US President reiterated the country's need for some sort of missile defence system. Bush believes that a system of deterence should include not only a system of defence, but also one of offense, and at the same time continue efforts to cut nuclear weapons.
