VA to change claims procedures

Court of Veterans Appeals rulings have changed Veterans Administration claims procedures on the use of civilian medical records, reopening of claims and help with claims research. Resolving claims may take longer since many of the rulings require extra work.

The Veterans Administration is saddled with laws and regulations that do more damage than service to aging American veterans. Illustrative examples of such acts were also presented.
