VA's Prosthetics and Sensory Aids Service Director Frederick Downs is supportive of the introduction centralized funding which he feels has enabled them to give veterans a better service. He compares the cost of providing a prosthetics service for one year at $312 million to the cost of a bomber at $1 billion. He confirms the service provides a whole range of appliances including hip replacements and hearing aids. He points out the service is also able to provide aids, such as wheelchairs and walking frames to older veterans, Downs lost his left arm during the Vietnam War.
