The resources available for financing environmental programs are examined. "" is the one answer though according to ex-secretary of Resources, Mary Nichols, reorganizing and streamlining the state's regulatory process as well as providing clear guidelines for resource protection to be followed by local governments is presented.

Fossilizing the energy debate
Article Abstract:
Californians debate whether solar and wind power or oil and gas can best meet the growing demand for energy. The answer appears to lie somewhere between enhancing energy supplies and infrastructure on the one hand and conserving energy on the other pending a move to renewable energy resources.
