California's lost children
Article Abstract:
Foster care services in California are under severe pressure due to the ever-increasing need for foster care. The number of children in foster care has grown from 46,000 in 1987 to 108,000 in 1997, and the children are arriving in a much more damaged state with less likelihood of them being able to return to their natural families. Social workers often prefer to place children in small family foster homes but the number of these is decreasing due to the low fees. Policy makers are under pressure to adopt policies involving early and effective family intervention.

Taking care of our elderly
Article Abstract:
Abuse of elderly people, which can take a number of different forms, is becoming an increasingly serious problem in California and elsewhere. The Attorney General is determined to place more emphasis on investigating and prosecuting elder abuse in California's more than 1,400 nursing homes, while Governor Gray Davis has also stated that elder abuse is a key priority of his administration. The state's nursing homes have faced considerable pressure for some time from campaigning groups such as California Advocates for Nursing Home Reform.

Whither welfare reform
Article Abstract:
Pres. Clinton's welfare reform law is considered to be too drastic because it ignores differences in state conditions and, besides, its design was rushed. The law disregards, for instance, the big immigrant population in a state such as California which is bound to lose many benefits such as food stamp privileges, Medicaid and other support services. The result of this would be litigation and unrest.
