Charter reform, L.A. style

The San Fernando Valley's plan to secede from Los Angeles, CA, triggered the drive to revise LA's 72-year-old charter. This move created a rift between LA Mayor Richard Riordan, who supports the initiative, and the city council, which exerted efforts to stop charter reform in fear of losing an economically and politically important part of Los Angeles. Sen Tom Hayden believes that Riordan is only using the charter reform as a component of the latter's campaign.

Article Abstract:
As he approaches the end of his two-term run as mayor of Los Angeles, Richard Riordan has had some success at boosting the city's economy and tackling some issues, but he has left many problems unsolved. The issues of affordable housing, the expansion of Los Angeles' airport, and education are some of the problems Riordan will leave to his successor.

Issues are presented concerning the launch of the local governance experiment in Los Angeles, CA, which was approved by voters in 1999. The reconciling of neighborhood empowerment and secessionists demands is discussed.
