Children in crisis
Article Abstract:
California Gov Pete Wilson vowed to address children's issues but his current programs belie this promise. A Children's Advocacy Institute report shows that California's children lack medical insurance and proper immunization from deadly diseases. Cuts in welfare grants and educational funds also adversely affect children's welfare. Wilson's defenders argue that the cuts in welfare benefits were the only alternative course and that the Legislature and decreasing revenues hindered the governor's efforts. Meanwhile, critics attacked Wilson's 'piecemeal approach' to preventive programs.

Serrano 20 years later
Article Abstract:
The 1968 decision in Serrano v Priest mandated reducing variation in school district per-pupil funding to less than $100. In 1993 95% of students are in districts which meet the difference requirement, which has been adjusted for inflation to $300. However, funding for education still varies between districts because base revenue limits are based on 1972 spending and because some districts are better able to secure money from fund raising or other revenue sources. SB 1 would address wealth-related disparities by allowing local districts to raise school taxes with a majority vote.

Pete to immigrants: "Don't huddle here." Governor says breathing here ain't free
Article Abstract:
Governor Pete Wilson claims that immigrants and the poor in California are an economic burden to the state budget. Wilson is proposing a reduction in welfare benefits to discourage would-be immigrants. However, many studies show that immigrants are an economic asset because they contribute more taxes than they receive in welfare payments. Critics accuse Wilson of blaming the immigrants and the poor for California's recession-plagued economy. Democrats and other groups question the Republican governor's possible political motives for the 1992 and 1996 elections.
