The intricacies of the McKinney Act, under whose aegis the homeless are given first option on properties that federal agencies are ready to destroy, are examined. Although it is a well-intentioned piece of legislation, it generates extensive paperwork and much staff time with no proportionate allocation of property mainly due to high cost of renovation.
