An investigation of the relationship is conducted between cabinet instability and policy stability, which are identified in Israel. Theoretical arguments are provided for the likely absence of a link between directly elected prime minister and prime ministerial power.

The transition from universalistic to particularistic attitudes in Israeli is analyzed. It is found that the sooner Israelis grasp voluntary aspects of their collective identity and take responsibility for their acts, the better it is.
