Article Abstract:
The diverse environmental problems in California have made them a central issue in the November 1998 gubernatorial elections. However, the political agenda of candidates Gray Davis and Dan Lungren lack a strong and clear position on the issue. Moreover, the state continues to face conflicts in water distribution and other environmental problems associated with growth. The resolution of these issues depend upon the political will and commitment of elected public officials to sustainable development.

Leon Panetta, the budget director in Bill Clinton's government, helps in forming the federal budget, reviews federal regulations and decides on initiatives suggested by all the departments. He is a Californian with an understanding about its economic condition and other problems. He has increased the budget amount for refugee assistance, health care benefits and upgrading physics labs in California.
