On measuring congestion of local public goods
Article Abstract:
Support for the existence of an upward bias in the measurement of congestion in local public good provision as a result of a lack of a variety or quality of service measure is presented in research analyzing data for fire protection services. Results indicate that the introduction of a quality measure reduces estimates of the degree of congestion services related to fire protection.

Interest rates, income, and home improvement decisions
Article Abstract:
The interaction of household income, interest rates, and home improvement decisions are examined using cross-sectional data. Results indicate that home owners with fixed rate mortgages find making home improvements more attractive than moving when there are high interest rates, while home owners are more likely to move than improve when incomes have risen.
