On selective indirect tax reform in developing countries
Article Abstract:
The selective reform of trade taxes and VATs in developing countries taking into account the existence of a non-formal sector in the economy is analyzed. Though the current consensus favors a reduction in tax and relies on VAT as an instrument for indirect taxation, the revenue-neutral selective reform of export tax and VAT can reduce welfare if the existence of a large informal sector is recognized.
