Medicaid crowd out and the inverse Truman bind
Article Abstract:
Real people could be hurt when politicians or people who want to find excuses for changing regulations or taxes or subsidies pick on findings of perverse incentives. The expansion of Medicaid eligibility during the 1980s and the 1990s has caused the decline in private health insurance coverage. The possibility that this could cause people who had access to private health insurance to transfer from private insurance to Medicaid should be considered. There needs to be more research done on the distributional impact of the Medicaid expansions.

Be creative in consumer cost-sharing for pharmaceutical benefits
Article Abstract:
The prices of pharmaceutical products are expected to increase substantially over the next few years. Coinciding with this is the expected rise in their consumption. Meanwhile, insurers report that they could not go on covering prescription drugs. Imposing a cap on drug expenditures would not protect consumers from rising costs, rather insurers would need to develop creative cost-sharing policies such as modifying the copayment scheme to maintain the drugs' affordability.
