Medicare "premium supports"
Article Abstract:
A proposal to restructure Medicare programs and benefits has been debated in the National Bipartisan Commission. Advocates of Medicare reform believe that the proposed premium supports program provides incentives for insurance companies and health maintenance organizations to engage in competitive strategies that will help drive health care costs at a minimum while improving the quality of health care services.

Medicare modernization and distributional implications
Article Abstract:
The Medicare bill was passed in December 2003 with the objective to protect Medicare beneficiaries from high expenditures for prescription drugs, and it also authorizes Health Savings Accounts (HSAs) that has potential to radically alter employer-sponsored health coverage. The details of the bill are discussed further.
