OIG stance causes concern over purchases

The Department of Health and Human Services' Office of Inspector General (OIG) has published a letter outlining which sections of a physician's practice can be included when its fair market price is assessed for sale to a hospital. The OIG lists elements that should not be considered; these include patient lists or records, good will and the value of the ongoing practice. On the whole, the price must focus on tangible items such as equipment and real estate. In view of these guidelines, hospitals may consider developing their own practices with new physicians rather than buying the practices of local physicians.

Article Abstract:
Partnerships between hospitals and local units of government are increasing as budgets are cut and medical expenses escalate. Some partnerships are based on volunteered services; others are based on contracts for specified services, such as obstetrical services. These partnerships may be compatible with national health care reforms and could eventually result in improved public health, overall.
