Small group reform and insurance provision by small firms, 1989-1995
Article Abstract:
Federal efforts to encourage the adoption of health insurance coverages to small firms proved ineffectual in spurring health benefits in the sector. Results derived from an analysis involving 2,472 small-scale business establishments revealed that insurance reforms at the state level did not motivate uninsured firms to offer health benefits to their employees. This may partly be attributed to the limited waiting periods and the complexities associated with health benefits legislations, particularly the 1996 Health Insurance Portability and Accountability Act.

Free-standing ambulatory surgery centers and hospital surgery volume
Article Abstract:
The relationship between free-standing ambulatory surgery centers (ASCs) and hospital surgery volume is analyzed. ASCs are health care facilities that specialize in providing surgery services in an outpatient setting. Results show that the number of ASCs did not affect the number of hospital inpatient procedures.

Do "any willing provider"and "freedom of choice" laws affect HMO market share?
Article Abstract:
The effects of "any willing provider" (AWP) and "freedom of choice" (FOC) laws on the market share of health maintenance organizations (HMOs) in metropolitan statistical areas over the period 1989-95 are examined. The results indicate that FOC laws have a greater impact on market share than AWP laws.
